Custom banner issues

So we used a -Z index hack, if you will, to put a full width scaling banner on our homepage. We did this because, apparently, you can't just put an image with a div container set at 100% width on the site as a banner, I don't know why, but that's how it was explained to me by DN staff and I've tried. It still is not scaling to 100% after a certain width, its just ugly.

We wanted mobile users to be able to see our banner because the stock deco site does not allow mobile banners and has no mobile menu. The code was provided by Brenden. It's not going so good for our semi-responsive theme. It is leaving a huge white gap between the banner and the content on the homepage.

Anyone know of a fix? Or just a better way to have a responsive banner? I don't mind it being a static image if need be.
